One meter, two counters
An ordinary LESCO meter counts units in one direction. Push power backwards through an old electromechanical unit and the disc runs slow or the meter registers nothing useful. Push power backwards through a modern one-way digital meter and it often counts your export as consumption, which is the nightmare scenario every solar owner without net metering worries about.
A bi-directional meter solves that by keeping two separate totals. Units coming from the grid pile up in the import register. Units going out to the grid pile up in the export register. They are never netted off inside the meter. The netting, or in 2026 the buyback calculation, happens on the billing system side.
How it senses direction
The meter measures voltage and current continuously and looks at the phase relationship between them. Current in phase with voltage means power is flowing into the premises. Current shifted by 180 degrees means power is flowing out. The measurement chip resolves this thousands of times a second and dumps the energy into whichever register matches.
Because it is sampling that fast, it catches the moment-to-moment reality of your house rather than an hourly average. On a bright April afternoon in Lahore your fridge compressor cutting in for two minutes will reduce export in those two minutes, not create a separate import event. That is why a home with high daytime self-consumption exports far less than the naive maths suggests.
Reading the display yourself
Meters used on LESCO net metered connections follow the OBIS register coding standard. Press the scroll or push button on the face and the display cycles. The codes worth knowing:
- 1.8.0 total import kWh, the units you bought
- 2.8.0 total export kWh, the units you sent out
- 1.8.1 and 1.8.2 import split into peak and off-peak, where a time of use tariff applies
- 2.8.1 and 2.8.2 export split the same way
- 32.7.0 instantaneous voltage, useful when your inverter keeps tripping

Which meters LESCO accepts
The utility maintains a list of approved makes and models, and the accuracy class matters as much as the brand. For domestic net metering in Lahore the practical picture looks like this.

Common approved makes seen on Lahore installations include locally manufactured units from established Pakistani meter makers and imported models from the usual international metering vendors. The relevant point for a homeowner is simpler than brand loyalty: take whatever LESCO issues against your demand notice. Meters issued from LESCO stores have already been through the meter testing lab. A consumer-supplied meter has to go there first. The lab checks accuracy at several load points, verifies that the export register increments correctly under reverse flow, and confirms the meter constant printed on the face.
Two things fail at this stage. Refurbished meters bought cheap, which drift out of accuracy class, and grey-market imports whose firmware does not present the register set LESCO's billing system expects. Buying a used bi-directional meter to save PKR 25,000 is a false economy that we watch play out a few times a year.
Installation and sealing day
The metering wing does the swap, not your installer. Sequence on the day:
- Supply is isolated at the pole or the main breaker
- Final reading of the outgoing meter is recorded on a form, which you should photograph
- Old meter is removed and taken away
- New meter is fitted, incoming and outgoing terminals torqued, cover closed
- A numbered seal is applied to the terminal cover and the box
- Seal number and opening readings are written on the installation certificate
- Supply is restored and the inverter is switched on with the LESCO staff present
Ask for a copy of that certificate before the team leaves. It is the document that proves what the meter read on day one, and it is the only thing standing between you and an argument if the first bill looks strange.
What actually goes wrong in Lahore
Monsoon water in the meter box
Older houses across Mughalpura, Shad Bagh and parts of Iqbal Town still have meter boxes with a cracked lid or a missing gasket. July rain gets in, the terminals corrode, and by September the display is intermittent. Fix the box before the meter goes in, not after. It costs PKR 8,000 to 15,000 and saves a replacement.
Voltage swings
Long feeders in some Lahore neighbourhoods push line voltage above 250V in the small hours and drop it near 190V during evening peak. Meters tolerate this fine. Inverters do not, and they trip out on over-voltage exactly when export would be highest. If your meter shows far less export than expected, check the inverter log before blaming the meter. Smog and winter output
The export register goes quiet from late November through January. That is not a meter fault, it is Lahore's smog season cutting irradiance hard. Broken seals
Sometimes an electrician working on an unrelated fault opens the terminal cover without thinking. Report it in writing the same day. A meter reader who finds a broken seal files a tampering case, and clearing one takes months.
Single phase or three phase
Single phase covers systems up to roughly 5 kW, which suits most 5 kW builds on a 10 marla plot. Beyond that a three phase connection and a three phase bi-directional meter are required, which is a separate application and a considerably larger meter cost. Anyone planning a 10 kW hybrid or bigger should settle the phase question before ordering hardware.
One quirk of three phase net metering worth knowing. Export is measured per phase and summed, so an unbalanced house that exports heavily on one phase while importing on another does not always see the clean netting people expect. Balancing the loads across phases during installation matters more on a net metered home than a normal one.
The caveat
A bi-directional meter records export honestly, but under the 2026 prosumer rules that export is bought back at a rate well below the retail rate you pay for import. The meter is not the thing making you money. Self-consumption is. Every unit used inside the house the moment it is generated is worth full retail, and every unit sent out is worth a fraction of that.
