Documents required for LESCO net metering

The complete checklist in one table

Print this, tick it, then go. A file that arrives complete is scrutinised in about ten days. A file missing one paper sits in a drawer until somebody phones you, and nobody phones you.

What you personally have to arrange

Four of these are yours alone and no installer can produce them for you.

Your CNIC and the name on the meter

The CNIC must match the consumer name printed on the LESCO bill, letter for letter. In Lahore this trips up more files than any technical fault. Houses in Mughalpura, Shad Bagh, and the older parts of Iqbal Town often still carry the name of a parent or an uncle who bought the connection in the eighties. Transferring the connection is a separate application at the sub-division and takes two to three weeks.

The bill copy

Bring the most recent paid bill, not the current unpaid one. Arrears block the file outright. If there is a detection or a disputed amount showing, clear it first, because the metering wing will not install a bi-directional meter on a connection with an open dispute.

Ownership or tenancy paper

Registry, allotment letter, or a transfer deed works. Renting complicates things badly. A landlord has to sign the agreement, and few landlords in Johar Town or Gulberg want their name on a twenty five year utility contract for a tenant's panels. If you are renting, consider an off-grid or battery-first build instead and read solar without net metering in Lahore.

Proof of sanctioned load

Ask the commercial clerk at your sub-division for a copy of the connection record. If your sanctioned load is 3 kW and you have put 8 kW on the roof, the file will not survive scrutiny. Load enhancement first, application second. There is no way around this order.

What your installer must produce

This half of the file is where quality shows. A serious contractor hands you a bound set. A weak one emails you three blurry scans and tells you to figure it out.

Single line diagram

One page showing the array split into strings, the DC isolator, the inverter, AC breaker sizes, surge protection, earthing, the changeover, and the metering point. It must carry a stamp and a signature. LESCO engineers read this closely and mark objections directly on it.

Electrical test report

Insulation resistance for each string, earth pit resistance in ohms, continuity, and the inverter protection settings including anti-islanding trip time. Earth resistance is the one that fails in Lahore. Dry sandy soil in parts of DHA and newer Bahria Town blocks pushes readings above the acceptable band, and the pit has to be redug with salt and charcoal or extended deeper.

Equipment datasheets

Panels and inverter both need to appear on the AEDB approved list. This matters when buying cheap. A B-grade panel with a photocopied datasheet will not clear scrutiny. Installer licence and the undertaking

Two papers people forget until the clerk asks. The licence copy is the contractor's electrical licence issued by the Punjab Electric Inspectorate, and the number printed on it has to match the number stamped on the test report. If the two disagree, the file is treated as unsigned work. The undertaking is a single page on the installer's letterhead confirming that the installed capacity, the inverter model, and the panel count match what the application declares, and that the work meets the wiring code. Ask for both before the final payment, not after. Once a contractor has been paid in full, chasing a letterhead page across Lahore takes weeks.

Fee receipt and photographs

The processing fee is paid at a designated bank branch, not at the sub-division counter. Keep the stamped bank slip, staple it to the front of the file, and photograph it before you hand the file over. Two passport photographs of the consumer go with the application form. Bring four, because one office in Lahore will ask for a spare set at agreement signing and a photo studio near the sub-division will charge you three times the normal rate for the convenience.

Six reasons document sets get returned in Lahore

1. System size above sanctioned load. The most common single rejection. Fix by enhancing load or reducing declared AC capacity.
2. Name mismatch between CNIC and bill. Fix by transferring the connection or bringing the recorded consumer to sign.
3. Unstamped single line diagram. A drawing without a contractor stamp is treated as not submitted.
4. Inverter model not on the approved list. Usually means swapping the inverter, which is expensive after the fact.
5. Test report older than the installation. Some installers reuse an old report with a new date. The inspection team compares serial numbers.
6. Outstanding arrears or an open detection case. Clear the bill fully, keep the receipt, attach it.

Special cases worth knowing about

• Three phase connections. Add the phase-wise load breakup sheet. Systems above 5 kW almost always need this, so anyone planning a 10 kW build or a 15 kW build should budget for it.
• Commercial and industrial tariffs. Add NTN certificate and, for a company, board resolution naming the signatory.
• Housing society connections. Some societies in Lahore hold a bulk supply arrangement. Check with the society office before assuming the LESCO route applies to you at all.
• Jointly owned property. All recorded owners sign, or one holds a registered power of attorney from the rest.

What to keep after approval

Once the meter is in and sealed, keep the signed agreement, the meter installation certificate showing the seal number, the final reading of your old meter, and the diary number of the original application. Store the last of these in your phone. Every future query, from a wrong bill to a meter replacement, starts with it.

Photograph the sealed meter on installation day. If a seal is ever found broken, that photo is your only evidence of the condition it was handed over in. Details on the meter hardware itself are in the bi-directional meter guide and the meter cost breakdown.

The caveat

Collecting a perfect document set does not guarantee a fast approval, and anyone promising you a fixed date is guessing. Files move at the speed of the sub-division handling them. What a complete file does is remove every excuse for delay that is within your control, which in our experience cuts the average Lahore approval from around ten weeks to around five.
